Maggie Rafalowicz
A Director at Campbell Tickell, Maggie leads on our local government, development, and regeneration work.
Maggie has extensive national networks, having served at senior levels in local and central government, the housing and commercial sectors. As Chief Officer at London Borough of Brent, she led on their housing and regeneration strategy, developing 6,000 new homes. As an Investment Manager at The Housing Corporation, she led on supported housing for the London Region, while as chair for the West London Local Authorities Affordable Housing Group, Maggie developed a joint housing strategy and cross borough lettings scheme.
At Campbell Tickell, Maggie works with local authorities, arm’s length management organisations (ALMOs), housing associations, developers, and housebuilders. Her work includes everything from carrying out housing options appraisals, housing strategies and developments; to curating Target Operating Models, new business development; as well as advising on joint ventures and conducting stakeholder surveys.
Below is a selected listed of some of her key achievements: –
- Curating a new Target Operating Model for Birmingham’s housing service covering HRA services (over 60k homes), housing options and strategic functions.
- Developing housing strategies for Bury, Greenwich, Hackney, Merton, Oadby & Wigston, Oldham, Sevenoaks, Slough, Stoke-on-Trent, Trafford and Wigan Councils.
- Creating accommodation pathways and customer journey models for Broadlands and South Norfolk Councils and Gateshead Council.
- Appraising strategic housing options for Barnsley, Bury, Cheltenham, Enfield, Lambeth, Lewisham, Manchester, Poole, Shropshire, Tower Hamlets, Welwyn Hatfield, Westminster and Wolverhampton Councils including council new build options.
- Researching the development and financial capacity of the PlaceShapers network of 120 community-based housing associations.
- Feasibility studies on the establishment of a private lettings’ agency for Stoke-on-Trent County Council and a financial appraisal of options for the licensing of private rented homes for Hackney Council.
- Improving Temporary Accommodation operations across Hertfordshire County Council and the ten District Councils, including the introduction of predictive models adopted by all districts.
