The Brief

Campbell Tickell advised and supported Stoke-on-Trent City Council to develop their Housing Strategy 2017-2022 ‘Building Together for a Strong Future’.

Our Approach

We worked on the following:


Firstly, we examined the strategic context in which the Council and its partners operate. We reviewed the needs assessments, stock condition survey and development programmes, as well as contributing to the Strategic Housing Market Assessment. We took account of emerging strategies on homelessness, older people, asset management, economic development.


To ensure the strategy fitted the Council’s vision and the ambitions of the people of Stoke-on-Trent, we carried out a consultation with Members and Officers and used multiple methods to gain intelligence and feedback from residents; including open-days and an online survey.


Finally, we consulted a range of external stakeholders including housing associations, developers, private landlords, government agencies to inform and shape the approach to delivery.

The Results

The Housing Strategy is designed to support the economic, cultural and community ambitions of Stoke-on-Trent, to make it a place where people actively choose to live and work.

It seeks to diversify and enhance the housing offer – by size, design, location, quality and attractiveness – so that people at all stages of life can find and live in a quality home they want at a price they can afford.

The strategy also sets out how to make new housing development viable and attract developers that want to work with the Council and partners to contribute to the City’s success.

And it embraces measures to improve the condition and liveability of existing homes and rental management practices.
