Ceri Victory-Rowe
Ceri specialises in providing advice and support about governance and regulation.
She has extensive experience of leading and delivering governance reviews and regulatory support assignments, working closely with housing associations, local authorities, for profit registered providers of social housing, charities and a variety of other organisations. Clients tell Ceri they welcome the clear-sightedness and supportive challenge she brings to her work with them.
Ceri also leads sector-wide assignments: for example, she is co-author of the National Housing Federation’s Code of Governance 2020 and the BPF Code of Governance for For Profit Registered Providers 2024; she has supported both Welsh Government and the Department for Communities in Northern Ireland with the redesign of regulatory frameworks for social housing.
Immediately prior to joining CT (initially as an associate consultant) she was a consultant with PwC, supporting clients with projects such as local government re-organisation, operating model transformation, contract management and process redesign. Before this Ceri held roles in housing associations, local authorities, the Housing Corporation, and a university. She has extensive experience as a non-executive director including having been previously Vice-Chair of a housing association, Chair of a small homelessness charity and a member of the Regulatory Board for Wales (which oversees the regulation of Welsh housing associations).
