David was until 2011 Executive Director (Strategy and New Business) at Circle Anglia. He is a leading senior executive with extensive experience to Chief Executive and Board level and substantial knowledge of housing and related sectors. He has a demonstrable record of delivery, and is a recognised sector leader in merger, acquisition and stock transfer (whole stock and partial). He led two major London based regeneration schemes, involving substantial physical and social reconstruction.
David is now a Partner with Campbell Tickell. He has worked on a range of governance, strategy and new business related projects, for Catalyst Housing, Wheatley Group, Greenoak Housing Association, Howard Cottage Housing, Kensington & Chelsea TMO (ALMO), Raven Housing Trust, Thames Valley Housing, The ExtraCare Charitable Trust, Golding Homes, Home Group, Places for People, Circle, Orbit, Rosemary Simmons, Paradigm Group, Aldwyck Housing Group, Worcester Community Housing, Festival Housing, Isos Group, Cestria Community Housing, and Willmott Dixon Group.
David has been lead consultant on a number of recent mergers including: Festival HG and Worcester Community (Fortis Living); Fabrick HG and Vela Group (Thirteen Group); Isos HG and Cestria Community Housing; City South Manchester and Eastlands Homes (One Manchester); and is involved with other partnership discussions.
At Circle Anglia, he was a member of the Group Executive Team of five responsible for £280m annual turnover, with some 70,000 homes across London, Birmingham, South East and East Anglia. He was responsible for corporate planning and governance, new business, policy and strategy, and corporate problem resolution. His key achievements included:
Part of the team that led Circle Anglia merger (2005) and integrated new Group arrangements including the definition and implementation of new Circle Anglia culture;
- Adding a total of 40,000 homes to the Circle Anglia Group through 10 substantial projects in five years – the largest and most prolonged growth pattern for any housing association or group;
- Helping to drive £2.8m cost reduction within two years of the group merger and helping design major business transformation process to deliver substantial savings over time;
- Leading a corporate problem resolution team, successfully ‘fixing’ Group businesses, e.g. the largest telecare company in the UK (100,000 customers), maintenance company and largest leasehold management operation in the sector (14,000 customers);
- Leading governance of Group that involved oversight of Group Boards, 11 subsidiary boards and range of other commercial entities including joint ventures; reviewing Group governance structures and compliance and implemented programme of significant change to reflect the Coalition Government’s policy of localism;
- Leading national mobility provider (House Exchange) to become the Coalition’s provider of choice, including negotiations with senior politicians and civil servants, and increasing national market share to 30% within three years;
- Reviewing the Group business planning process and introducing new methodology to align the whole Group around its corporate mission
David was previously Director of Subsidiaries for Circle 33 Housing Trust, and prior to that, was Chief Executive of Old Ford Housing Association, and Director of Housing & Support Services at Swale Housing Association.
He has been a Board member of several housing associations and a number of commercial companies, including joint ventures with housing developers. He has a working knowledge of housing in a range of other European countries, including setting up a new housing organisation in Ireland from scratch. He recently completed work for the Irish housing regulator on the financial chapter of its regulatory code, and worked with the Homes & Communities Agency on conducting financial viability assessments of registered housing providers.
