
Stephen Bull
Stephen is a governance professional having worked for 30 years within the affordable housing sector. This includes experience of working as a regulator at the Housing Corporation (now the Regulator of Social Housing) Head of Governance at the National Housing Federation and for ten years at Campbell Tickell as a Senior Consultant.
He has extensive experience of presenting to Boards and Senior staff and of working with others on key publications such as the NHF Code of Governance. At Campbell Tickell he has led on Board appraisals, Board remuneration reviews, Governance and Board effectiveness reviews, Board training, Inspection preparation, providing a range of governance related support to For Profit Registered Providers. He has also assisted in Board and senior staff recruitment.
Stephen works within the governance team at Campbell Tickell. His experience includes:
- Regulation of housing associations including registration of new providers.
- Production of new ‘Model Rules’ for community benefit societies, Code of Governance and Code of Conduct, assisting with publications on Board payment and a merger code.
- Numerous Governance and Board effective reviews and Board skills audits for a range of housing associations, For Profit Registered providers and registered charities.
- Board appraisal support. Stephen has both assisted the Chair to carry out appraisals and taken the lead in the appraisal process, including the appraisal interview.
- Presented at conferences for housing associations and charities. He has facilitated Board awaydays and strategy sessions, assisting members to have strategic conversations, see the wood for the trees and come to a collective conclusion.
- Has assisted and led on a number of Inspection preparations including for large and medium associations and for a few who had recently grown to over 1,000 units.
- Stephen has been part of a recruitment team leading to the appointment of Board members, Board Chairs and senior governance roles within an organisation.
Stephen is a qualified chartered company secretary and is an associate of the Chartered Governance Institute.
