Charities & Not-For-Profits
No two charities and not-for-profit organisations are the same. Ranging from large national bodies to small, local initiatives, they work to create a better, fairer society in a myriad of ways. Yet there are similarities: shared values of social change; deep commitment to a good cause and shared challenges: a strained economy; a tumultuous political landscape and the need for transparency and openness with the public.
We have helped charities of all sizes improve their governance and strategy, through Board reviews and evaluations, governance reviews, development and facilitation, strategic awaydays, organisational reviews, options appraisals and mergers.
Through our charity consultancy services we can support organisations through a range of challenges. Whatever your size, we can work to provide solutions that fit your needs. We know that, to be most effective, governance arrangements must be shaped not only by law, regulation and the external operating context, but by the organisation’s own circumstances, ambition, priorities and preference.
Our expert charity sector experience is enhanced through our knowledge of good practice and in-depth understanding of a range of governance codes.

Housing Providers
Supporting housing providers across the UK and Ireland
Working with housing providers has been central to CT from day one; in our 24 years of operation, we have worked with many social landlords across the UK and the Republic of Ireland, with housing associations (both charitable and for-profit), local authorities, arm’s length management organisations (ALMOs) and council-owned housing delivery companies, housing co-ops and tenant management organisations.
These have included all the largest 50 housing associations in the UK, most of the largest approved housing bodies in the Republic of Ireland, and over nearly 100 councils and council-owned companies across the UK and Ireland.
Against a backdrop of chronic housing shortages and continued austerity, recent years have seen providers face new challenges including a worldwide pandemic, a cost-of-living crisis, rising concerns about the quality and safety of homes and the need to decarbonise homes to meet net zero targets. All of these raise the expectations for performance and governance.
Working with landlords to deliver change
These challenges have seen many providers rethink and refocus how they deliver core services, how they engage with residents and how they monitor and manage performance. We have worked with many to help innovate, drive change, and make a positive impact.
Proud to be one of the top consulting firms in housing
With a team of housing experts specialising in governance, change and transformation, risk and service delivery, and a network that reaches far beyond, we have earned a reputation as a trusted partner. In 2023, we were recognised as one of the top consulting firms in the housing sector, rated ‘Diamond’ by Consultancy UK.

Local Authorities
Local authorities face continuing financial constraints, while demand grows, and demographic and economic changes create greater complexity of need. Faced with these systemic challenges, how can executive teams best understand and reshape their services, in terms of their baseline position – strengths, weaknesses, finances, culture and risks? How can they move from there to define sustainable operating models and frame the changes to deliver these? Moreover, how can the changes integrate into a whole system approach?
Campbell Tickell has worked with over 90 local authorities in the past three years, helping them to refocus their strategies and delivery, particularly in housing, social care, and health.
Our consultancy services with local authorities, ALMOs and council-owned companies includes:
- Housing strategy and market assessments
- Housing options and Temporary Accommodation
- Homelessness, specialist and supported housing
- Consumer regulation
- Transformation and customer journeys
- Organisational design and culture
- Strategic asset management
- Financial viability and Housing Revenue Account
- Recruitment (Executive, Permanent, Interim)

Sports & Leisure
Bringing a fresh approach to the sports and leisure sector, we make full use of our understanding of local government, not-for-profit organisations, and commercial providers.
Working with national governing bodies, regional sport providers, charities and leisure trusts, we help our clients improve their governance arrangements and efficacy, address approaches to diversity and inclusion, and modernise their approaches. As a leader in governance, we are well versed in the Code for Sports Governance.
We are also sports enthusiasts and look to support actors in the sector looking to create the right outcomes for supporters and sports practitioners.
