With Campbell Tickell since it was founded, Sarah has played a key part in developing our thinking on governance best practice. As well as advising on governance, she carries out research and conducts inquiries into allegations, complaints and concerns where, for reasons of sensitivity and/or complexity – or on the advice of the regulator – the organisation seeks an independent view. Her background is with the Housing Corporation.

Example projects:

• Governance reviews and advice on governance structures and processes for housing organisations in England, Scotland and Wales.
• Independent inquiries into allegations of fraud and theft and a wide range of conduct, governance and management issues. Clients have included some of the country’s largest housing associations.
• Research into how housing organisations improve (for the Tenant Services Authority), housing association group structures (for the Scottish Housing Regulator), housing association governance (for the Welsh Government), customer engagement (for a national housing group) and tenancy sustainment (for a group of major associations in England);
• The 2012 National Housing Federation code of conduct and good practice guidance for housing association board members, staff and involved residents. Author or co-author of reports and guidance for the social housing regulators in England, Scotland and Wales.
• Advice to housing organisations on their response to changes in government and regulatory policy.
