With over 25 years in strategic HR roles including as a consultant, deputy programme director and head of service – Clare blends deep technical knowledge with a pragmatic, people-first approach.

She has led major organisational change initiatives, strategic workforce planning digital transformation, and cultural realignment across unitary, borough, and county councils.  Her consultancy work is distinguished by a sharp focus on outcomes, credibility with senior stakeholders, and the ability to develop innovative, evidence-led and sustainable solutions that stick.
