Clare Sion is a highly experienced HR and organisational development leader with a proven track record in delivering complex transformation programmes across local government, higher education and policing.

With over 25 years in strategic HR roles including as a consultant, deputy programme director and head of service, Clare blends deep technical knowledge with a pragmatic, people-first approach.

She has led major organisational change initiatives, strategic workforce planning, digital transformation, and cultural realignment across unitary, borough, and county councils. Her consultancy work is distinguished by a sharp focus on outcomes, credibility with senior stakeholders, and the ability to develop innovative, evidence-led and sustainable solutions that stick.

Clare has extensive experience in managing TUPE transfers, advising both incoming and outgoing employers across a wide range of complex service transitions. Her expertise ensures legal compliance, minimises risk, and supports positive outcomes for affected staff throughout the transfer process.

Clare is also an experienced pay and reward specialist, with a strong track record in designing and implementing equitable, market-informed reward strategies that support organisational goals. She has led job evaluation and pay structure reviews, advised on equal pay and pay transparency, and developed reward frameworks that attract, retain and motivate talent while ensuring affordability and compliance.

Clare is passionate about enabling high-performing, inclusive workforces and has delivered substantial financial and cultural benefits through intelligent organisation design, workforce data insight and stakeholder engagement. She is a chartered member of the CIPD and holds a Masters in HR Management.
