Project 123 is a joint initiative between the G15 and London Councils designed to confront the temporary accommodation crisis head-on.
As part of ‘Tackling London’s temporary accommodation crisis: a Project 123 call to arms and Temporary Accommodation Network (TAN) event‘ on 8 June 2026, Angie Hooper, New Business Director at L&Q, and member of the G15, discussed the following two proven solutions to tackling the temporary accommodation crisis.
Scenarios for tackling temporary accommodation
Scenario 1 – Sale or lease of existing G15 void properties
- 42 properties delivered across 6 London boroughs
- Rental income at Local Housing Allowance (LHA) rates
- GLA grant funding (e.g. CHAP/AHP) provides capital top-up
- Reduces void losses and improves asset performance
Scenario 2 – Bulk sale or lease of G15 new build properties
- 18 new build homes delivered to Lewisham Council (2024)
- Secure rental income stream for Local Authorities
- Supported by GLA funding to enable acquisition
- Delivers high-quality, scalable temporary accommodation
Blended funding model – Rental income + GLA grant funding = viable, scalable delivery of temporary accommodation
Project 123 Impact
Over 60 homes delivered through partnership models, showcasing scalable, affordable solutions to London’s temporary accommodation crisis.
