Declan GaffneyNational Technical Programme Manager, Age Friendly Ireland
Declan Gaffney is the National Technical Programme Manager of the Age Friendly Ireland, a national shared service, hosted by Meath County Council on behalf of the local government sector in Ireland. His role involves the management and oversight of a team-based framework of Age Friendly Technical Advisors across the local government sector. He supports the Department of Housing, Local Government and Heritage in accelerating the delivery of mixed tenure age friendly housing across Ireland and therefore promoting best use of housing stock including innovative solutions to dereliction, vacancy, and rural development. Declan manages and delivers the Age Friendly Housing and Public Realm Training course, which is a key instrument in building awareness and knowledge throughout industry in relation to national policy and the technical programmes required to address Ireland’s aging population.

Dr Emer CoveneyNational Programme Manager, Age Friendly Ireland
Dr Emer Coveney is the National Programme Manager for Age Friendly Ireland, managing a regional team who support the delivery of local Age Friendly Programmes in every administrative area across the 31 local authorities. She delivers a national work plan and oversees the KPIs and performance related data for 35 local Age Friendly Programmes. Around the country, local Age Friendly Programme are working to develop walkable and accessible public realm projects that support the inclusion and participation of older people.
The development of age friendly environments (including outdoor space and buildings) is an essential step in supporting society to prepare for population ageing. Emer manages the Research Unit for the national office which is operated in partnership with Maynooth University. Its aim is to generate new research relevant to demographic ageing and provide an evidence base to inform service planning and delivery. She manages the consultation function for the shared service, managing multiple co-design processes with Older People’s Councils to ensure that older people’s voices feed into public service policy.
