Direct engagement with stakeholders and a partnership approach with adult social care underpin a new guide for councils.
Campbell Tickell was commissioned by Local Government Association (LGA) and Association of Directors of Adult Social Services, as Partners in Care and Health (PCH), to create a new guide to inform councils how to develop a housing support pipeline for people with a learning disability and autistic people.
Outline
Drawing on direct case studies from local councils, this framework provides practical advice for adult social care commissioners and council housing departments, as well as health commissioners and Integrated Care Boards (ICBs) on developing inclusive housing.
Focussing on housing with support developments for people who are Care Act eligible, as well as those with moderate or low needs, the guide outlines five key stages to forecasting the need for housing with support for people with a learning disability and autistic people. It addresses models of housing with support, access to diverse funding sources, partnership arrangements with registered providers and arrangements to secure affordable housing.
The framework underscores the importance of engaging with people who have a learning disability and autistic people, to understand their preferred types of accommodation. The guide also emphasises the importance of a partnership approach between adult social care, health, council housing departments and planners.
Five key stages for forecasting the need for housing with support
The five key stages to the framework for forecasting the need for housing with support for people with a learning disability and autistic people, are:
- Stage 1: Population in need – baseline population.
- Stage 2: Need for housing with support – data analysis, stakeholder engagement.
- Stage 3: Supply of housing with support – analysis of supply of housing with support.
- Stage 4: Gap analysis – difference between the needs identified and available supply.
- Stage 5: Future projections – year-by-year projections using Office for National Statistics (ONS) data.
This initiative is a significant step towards meeting the wide range of needs and aspirations of people with a learning disability and autistic people.
