Executive summary

About the briefing

This CT briefing brings together six different but complementary perspectives on risk: the World Economic Forum’s Global Risks Report 2026, which examines international risks over the immediate, two-year and ten-year horizons; the UK’s National Risk Register 2026, which focuses on acute emergencies that could require a national response; and the Regulator of Social Housing’s Sector Risk Profile 2026 (22 October 2026), which identifies the principal risks to landlords’ delivery of safe, decent homes, new supply, sound business management and financial viability. We draw also on the similar documents produced by the housing regulators for Wales, Scotland and Northern Ireland.

Read together, they offer a coherent, if sobering picture. The global report explains the forces making the world more unstable: geopolitical and geo-economic rivalry, inequality, societal polarisation, technological disruption and environmental decline. The UK register shows how those pressures may be experienced through cyber incidents, infrastructure failures, extreme weather, health emergencies, supply disruption and threats to public safety. The sector profiles then show how a social landlord will need translate those pressures into decisions about viability, safety, stock condition, development, data, rents, supported housing, insurance, debt, disposals and reputation.

The six documents reinforce a single conclusion for social landlords: resilience is not a narrow business-continuity exercise. It is a strategic board responsibility rooted in good governance, reliable data, tenant safety, financial discipline and the ability to make difficult, transparent trade-offs in a demanding environment.
