Across housing, local government and the wider public and not-for-profit sectors, organisations are navigating a period defined by competing pressures: rising demand, tighter finances, heightened regulation and growing expectations around accountability and service quality. Yet alongside those challenges, there is also a clear determination to find new ways of delivering sustainable growth, stronger governance and better outcomes for communities.

In this issue, we explore how these sectors are responding to that complexity through partnership, innovation and reflection. In housing, we highlight debates around development viability and housebuilder profits to the long-term investment potential created through partnerships between housing associations and institutional investors. At a time when the government has set ambitious housing delivery targets, contributors examine the realities of funding, construction risk and affordability, while also considering how changing working patterns continue to reshape housing demand and regional inequality.

A strong thread running through this issue is the importance of trust, accountability and organisational culture. We explore whether complaints handling processes are genuinely driving learning and improvement, and what organisations can do to ensure investigations stand up to increasing scrutiny. Alongside this, we examine the evolving housing regulation landscape two years after consumer standards were introduced, highlighting the growing significance of governance, inclusion and meaningful tenant engagement in shaping regulatory success.

The edition also considers how organisations can become more resilient and effective internally. From the challenge of creating clearer, more consistent KPIs to the opportunities and risks presented by artificial intelligence in executive recruitment, contributors reflect on how leaders can balance innovation with fairness, insight and good judgement. Alongside these issues, we look at the pressures facing local government reorganisation following this year’s elections, and the governance and capacity challenges councils must navigate in delivering large-scale change.

We also focus on practical solutions that improve people’s lives directly. Our feature on Good Home Hubs explores how stronger collaboration between housing, health and care services can help residents access support earlier and live in healthier homes for longer. Together, these articles reinforce the importance of partnership working, long-term thinking and organisational adaptability at a time of significant social and economic change.

We hope this issue provides useful insight, challenge and inspiration for leaders, practitioners and boards across the sector as they continue to respond to evolving demands while keeping residents, communities and public value at the centre of their work.
