James is a Senior Consultant, specialising in work with local authorities.

Prior to joining Campbell Tickell, James was Head of Housing Strategy at the London Borough of Waltham Forest where he was responsible for refreshing the borough’s housing strategy in response to emerging issues and priorities such as COVID-19, the cost-of-living crisis, 15-minute neighbourhoods, and the climate emergency. He also served as co-lead of the award-winning Retrofit London programme, helping to create a vision and action plan for the capital to achieve net zero across its homes.

James also worked at Peabody for over five years, one of the countries largest and oldest housing associations, where he played a key part in devising new strategies and integrating policies during a period of significant growth through mergers and development. Whilst at Peabody he also co-authored a book charting the history of the organisation since it’s nineteenth century philanthropic origins. He has also spent time working in the voluntary sector, supporting charities with skills and organisational development.

James possesses a first-class honours degree from the London School of Economics and a master’s degree in urban studies from Goldsmiths College.
