Building on Success – A financial roadmap for the AHB sector

Ireland’s Approved Housing Bodies (AHBs – housing associations) have delivered significant growth in social housing across the country. But there is considerable unmet demand for more homes to help tackle homelessness and meet housing need. Government is looking to the AHB sector to do more.

Campbell Tickell was commissioned by the AHBs’ trade body, the Irish Council for Social Housing (ICSH) to examine the financial challenges faced in developing more homes and to identify potential solutions – a financial roadmap for the sector. Our team worked closely with the ICSH on this project, and our report was launched at ICSH Conference on 20 October 2022, by CT Senior Associates Eddie Magowan and Kathleen McKillion.

Commenting on the report, Éadaoin Ní Chléirigh, director of development operations at the Irish Council for Social Housing, said:

The CT/ICSH Building on Success; A financial Roadmap for the AHB sector report, although only published a few weeks ago is already influencing financial discussions and planning in the AHB and government sectors.

The aim of the research was to provide the sector with the key signposts of a strategic financial road map for the AHB sector in Ireland. The report has achieved that aim and sets out key issues to be addressed if the ambitions of government policy and AHB boards to deliver social housing at scale are to be realised.

The report was delivered in a tight time frame by CT, it was consultative and rigorous. Consultative in that it included a key cross section of AHBs and rigorous in its deep analysis of current internal financing of AHBs. 

This report will be dog eared, widely used in the sector by policy makes and practitioners alike.
