About Malcolm Quiney
Malcolm joined Campbell Tickell in summer 2009 as HR Manager, to support and develop the HR division within the consultancy. He had previously worked within the social housing sector for the last 16 years in a variety of roles covering front line housing management to organisational development and human resources.
Working in an environment of continuous improvement has been the focus of his career since 1998 and he has been responsible for delivering a number of key strategic projects which have lead to real improvements for customers and the business. These include:
- The introduction of formal complaint management procedures designed around a framework of workflow and feeding into the tenant facing improvement processes operated by the association; and
- Working with a number of housing organisations and delivering training on business process re-engineering to help streamline processes in readiness for them to adopt a call centre approach for tenant interactions.
More recently, Malcolm's focus has been the HR agenda within the housing sector. He has been responsible for delivering a number of improvements to systems which directly impact on people management strategies. He has experience of:
- Selecting and implementing HR Information Systems with self service and payroll integration;
- Investors In People accreditations at the new, higher standard (post November 2004);
- Evaluating training and development activities;
- Developing appraisal and strategic based training programmes with measurable benefits;
- Designing and introducing induction systems;
- Implementing competency based person specifications; and
- Designing and implementing in-house time recording systems.
Malcolm has a degree in Housing and Development from the University of the West of England and a Masters degree from Portsmouth University in Human Resource Management; he is a member of the Chartered Institute of Personnel and Development and a Fellow of the Chartered Institute of Housing.
