The Impact of Housing Benefit Reform: Long Fuse ... Big Bang - a report by Sue Harvey of Campbell Tickell, published by the National Housing Federation, 2003. "Since its inception, the housing benefit system has been deeply flawed. Innumerable amendments and revisions since 1983 have made a complicated system more complex, while it has become characterised as the poor relation of the welfare benefit system. Yet government after government has shied away from root and branch reform. This is now changing. The current government has embarked on a series of steps that will radically transform the way personal housing subsidies are delivered. For housing associations, rent restructuring is laying the groundwork for more fundamental reform. This publication outlines the drivers for reform, what the likely proposals are, the barriers to reform and, critically, begins to explore the implications for housing associations. Housing benefit reform may have a long lead in, but its impact will be dramatic."
